Click-through rate, or CTR, is the percentage of people who clicked a link out of everyone who saw or opened the message. In an email it usually measures clicks against opens or against delivery; in an ad it measures clicks against views. It shows whether the content moved people to act.

Where open rate tells you if a subject line worked, CTR tells you if the message itself persuaded. A high open rate with a low CTR means people opened but the content did not prompt a click.
